“The video of the kidnapping and torture of a young man in Chicago is quite shocking. Whether it was a hate crime based on the victim’s disability or race or whether it was a politically motivated crime, it is incumbent on the authorities to move swiftly with their investigation to assure the public that this kind of crime will not be tolerated. The brazen, public display of the crime demands no less.”
