Attorney General Madigan: Convicted Sex Offender Ruled Sexually Violent


Chicago —(ENEWSPF)–July 21, 2016.   Attorney General Lisa Madigan announced yesterday that a Cook County jury has found that a registered sex offender is a Sexually Violent Person (SVP) following a two-day trial.

Cook County Circuit Court Judge Steven G. Watkins entered judgment on the jury’s verdict Tuesday and ruled that Hubbard Thrasher, 58, originally from Montgomery, Ala., must remain in the custody of the Illinois Department of Human Services (IDHS) for treatment.

“This offender has a history of preying upon children and allowing him to reenter society would pose a significant threat to the safety of children in the community,” Madigan said.

Under the Sexually Violent Persons Act, Madigan’s office prosecutes cases seeking to commit offenders to the custody of IDHS as SVPs. To be committed under the act, a person must have been convicted of a sexually violent offense and suffer from a mental disorder. Additionally, prosecutors must prove that the offender is likely to commit future acts of sexual violence if released from custody. Once committed to IDHS, offenders are re-evaluated on a regular basis to determine if they continue to meet the criteria for commitment as a sexually violent person.

Following the jury’s verdict, Thrasher was returned to the IDHS SVP Treatment and Detention Facility in Rushville, Ill. In 2004, Thrasher was convicted of predatory criminal sexual assault of a relative who was approximately 5 years old and sentenced to 10 years in the Illinois Department of Corrections.

Since the enactment of the SVP law, 408 convicted sex offenders have been committed to the custody of IDHS. Madigan’s office is currently seeking commitment of offenders who otherwise would be released from prison in more than 191 additional cases.

Assistant Attorneys General Andrea Kirch and Mary Morris are handling the case for Madigan’s Sexually Violent Persons Bureau.
